What this guide is for
Your company launches a PPP program to deliver social and affordable homes, mixed-income districts and rent-to-own and mortgage partnerships on government land, funded by tokenized finance.
The case
Housing developers turn public land into homes families can afford
Young families across the region need homes they can afford, and governments hold the land but lack the capital to build at the pace demand requires. Developers that build a PPP housing program now will shape where a generation lives for the next fifty years. This guide invites affordable housing developers in Jordan to launch that program, starting with the projects at home.
The guide
Build the homes of the $500 trillion PPP opportunity
Your company launches a dedicated PPP program, a team and a set of partnerships that deliver affordable homes and mixed-income districts on government land, with rent-to-own and mortgage paths that turn tenants into owners, starting with Jordan’s $86 billion of projects and the $46 billion anchored in Aqaba.
01
Partnerships with public landowners
The Housing and Urban Development Corporation, municipalities and public funds hold land suited to housing. The program offers them a partnership in which government contributes land, your company brings design, capital and delivery, and both share in the homes and value the project creates.
02
Mixed-income districts
Market-rate homes, shops and offices sit beside social and affordable homes in one district, so the commercial part helps pay for the affordable part and for the schools, clinics and parks that every family needs.
03
Rent-to-own and mortgage partnerships
Families rent at an affordable level and build a share of ownership with each payment. Banks and mortgage lenders join the program from the first phase, so a tenant can move to a mortgage on agreed terms once the family is ready.
04
Small-scale PPPs and direct proposals
Jordan’s PPP Regulation No. 9 of 2024 defines small-scale PPPs below $14.1 million, which can be bundled into one feasibility report and one tender, and PPP Law No. 19 of 2023 accepts direct private proposals under Article 15. Your company can propose housing blocks one site at a time.
05
Tokenized housing finance
The program issues tokenized stakes in its rental homes and districts, which lets pension savers, regional investors and the diaspora fund affordable housing in small amounts and earn from the rents it collects.

Why affordable housing developers
Housing developers turn public land into homes families can afford
Every family that finds a home it can afford stays, works and spends in the city around it. Governments bring the land and the mandate, while affordable housing developers bring the design, the capital, the lenders and the buyers.
Where housing developers fit in a PPP
- Land
- Joint ventures and long leases on public land, with the government partner sharing in the homes and value the project creates.
- Master plan
- Mixed-income districts that place affordable homes beside shops, offices, schools, clinics and transit.
- Delivery
- Social and affordable homes designed, built and maintained under one contract, with modular construction where it lowers cost.
- Ownership paths
- Rent-to-own schemes and mortgage partnerships with banks that turn tenants into owners over time.
- Operation
- Rent collection, maintenance and community services run under long contracts with clear service standards.
Jordan already has the land and the institutions
In September 2019 the Housing and Urban Development Corporation launched the first phase of a national housing programme, with 900 apartments and 1,700 serviced plots on its own land in Zarqa, Karak, Amman, Tafileh and Mafraq. In January 2025 it signed a memorandum with the Social Security Investment Fund to develop the fund’s land, and in March 2025 it offered state plots with infrastructure at half their valuation, payable over up to 10 years.
Why a program, and why now
A developer that negotiates each housing site as a one-off deal relearns the structure every time. A program gives your company a team, a partnership model and standard documents that make each new site faster to agree than the last. Jordan’s public landowners are already opening land to partners, and the developers who partner with them first will hold the strongest sites.

Futureproofing
Futureproof Affordable Housing Developers in Jordan for the infrastructure singularity
This free 17-page guide shows how, with small PPPs in parallel, PPP research labs, artificial intelligence, robotics, tokenization and six first steps.

Jordan and Aqaba
An $86 billion pipeline to start with
Each of them will need homes nearby for the families who build and run it. A Jordanian developer that delivers one affordable district with government at home can carry the same partnership model to the next city across the region.
- $86B
- of PPP and infrastructure projects in development in Jordan
- $46B
- of them anchored in Aqaba

Artificial intelligence
AI lets a housing developer design for cost and for the families who will live in each home. Layouts, massing, cost plans and financial models can be tested across many options in days, and applications, eligibility checks and approvals can move through digital workflows. Once residents move in, a digital twin tracks energy, water, rents and maintenance and shows the government partner how each home performs.

Robotics
Robotics and modular construction let a developer deliver homes at the speed and cost an affordable program requires. Apartments built from factory modules reach occupancy sooner and with fewer defects, and robots and drones inspect and maintain roofs, facades and utilities at a cost the developer can commit to for the life of the concession.

Tokenization
Tokenization lets a housing developer raise capital from many small investors. A developer can sell tokenized stakes in a portfolio of rental and rent-to-own homes, pay holders from rents as they arrive and record each family’s growing ownership share on the same register, so the path from tenant to owner is clear to everyone.

Small PPPs and research labs
A housing block is a natural home for a lab, because it can test modular construction, solar roofs, water reuse and rent-to-own terms on a small number of homes. Small PPPs let a Jordanian developer prove these methods in one block before rolling them out across a district, and proven methods lower the cost of every home that follows.

Unsolicited proposals
Much of Jordan’s affordable housing will start as an idea for public land. A direct proposal lets a developer bring a housing block, a mixed-income district or a rent-to-own scheme to government as its own project, funded by land value and tokenized finance, and keep the right to match the best offer at tender.
The program
How the program could work
The program can sit inside the company’s development business, with a PPP team at its center and the design, sales and asset management skills the company already has.
- PPP team
- A small team of development, planning, finance and legal people that works with public landowners from the first site visit.
- Land partnerships
- A standard joint venture and long-lease model that public landowners can approve and repeat.
- Mixed-income design
- District designs that pair market-rate homes and commercial space with social and affordable homes.
- Ownership paths
- Rent-to-own terms and mortgage agreements with banks that move families from renting to owning.
- Modular delivery
- Factory-built housing modules and standard layouts that lower cost and shorten the time to occupancy.
- Tokenization
- A pilot issue of tokenized stakes in one rental portfolio, offered to savers and regional investors.
- Partners
- Contractors, operators, banks and housing funds that complete each consortium.
What the company gains
The company gains access to well-located public land, a government partner that shares the risk and steady rental income from homes that are always in demand. Every district brings families, tenants and businesses that need space, so each project also opens the next phase.
It also gains a position in how housing will be financed. The first developer in the region to sell tokenized stakes in a PPP housing portfolio will define how savers and investors fund the homes that families need.
