Launch a PPP program for Regional Development Authorities in Jordan

A free 17-page guide · The $500 trillion PPP infrastructure opportunity

What this guide is for

Your authority launches its own public-private partnership (PPP) program for the land, utilities, tourism and industrial estates of its region, with a lab for small PPPs and an open door to direct proposals.

The case

Regional authorities hold the plan, the land and the licenses

A region grows when its land is serviced, its utilities are reliable and its investors can get an answer in one place. Regional development authorities hold the master plan, the land and the licenses for their territory, so the way they prepare projects sets the pace for everything built inside it. This guide invites regional development authorities in Jordan to launch a PPP program of their own, starting with the projects at home.

The guide

Build the $500 trillion PPP infrastructure opportunity into Jordan’s regions

Your authority launches a dedicated PPP program, with a PPP unit, a master plan of projects that private partners can finance, build and operate, a lab for small PPPs and an open door to direct proposals, starting with Jordan’s $86 billion of projects and the $46 billion anchored in Aqaba.

  1. 01

A PPP unit inside the authority

A small dedicated team that knows how PPPs are prepared, procured and supervised turns the region’s master plan into projects that private partners can finance, build and operate, and it follows each one from the first market sounding to the end of the concession.

  2. 02

The master plan as a pipeline

The authority marks which roads, utilities, visitor services, housing and industrial estates in its master plan private partners will deliver, and it offers each one with serviced land, licenses and a clear output specification.

  3. 03

Utilities, tourism and estates as PPPs

Water, wastewater, waste, power and telecom networks, visitor centers, transport inside heritage sites, hotels on public land and ready-built industrial estates can each be tendered as a PPP, with a partner paid for the service it delivers.

  4. 04

An open door to direct proposals

Article 15 of PPP Law No. 19 of 2023 lets a company bring its own PPP idea to a public authority, and PPP Regulation No. 9 of 2024 sets out how it is assessed. The authority publishes what its region needs and studies the ideas that answer them on their merits.

  5. 05

A regional lab and small PPPs

The authority tenders a PPP research lab that runs small pilots inside its territory, and PPP Regulation No. 9 of 2024 defines small-scale PPPs below $14.1 million, which can be bundled into one feasibility report and one tender under simpler procedures.

Why regional development authorities

Regional authorities hold the plan, the land and the licenses

A PPP needs a defined need, land to build on, licenses to proceed and a public partner that stays for decades. A regional development authority holds all four inside its territory, which makes it one of the fastest places in Jordan to prepare a project and supervise it on live data.

Where regional authorities fit in a PPP

Master plan
Land use, zoning and phasing that decide which projects the region needs and where they go.
Land
Serviced public land that a partner can lease for a utility, a visitor service or an industrial estate.
Licensing
Permits and approvals through one authority, which set how quickly a partner can build.
Tender
Prequalification, bid evaluation and negotiation with the consortiums that compete for the contract.
Supervision
Measurement of service levels across the region and payment to each partner for its results.

Jordan already runs its regions this way

The Aqaba Special Economic Zone Authority was created by Law No. 32 of 2000 and is run by a six-member Board of Commissioners, with its own regulations for zoning, land and the development of Wadi Rum. The Petra Development and Tourism Region Authority was created by Law No. 15 of 2009, the Jordan Valley Authority has led the valley’s development since 1977, and the Investment Environment Law No. 21 of 2022 places the development zones under the Ministry of Investment.

Why a program, and why now

Without a program, each PPP in a region is a one-off and the authority relearns the process every time. A program gives it a team, standard documents, a lab that tests new ideas on its own land and a clear route for proposals. The regions that prepare their projects now will host the largest share of the $86 billion of projects in development.

Futureproofing

Futureproof Regional Development Authorities in Jordan for the infrastructure singularity

This free 17-page guide shows how, with small PPPs in parallel, PPP research labs, artificial intelligence, robotics, tokenization and six first steps.

Jordan and Aqaba

An $86 billion pipeline to start with

Many of them sit inside a region that a single authority plans, licenses and supervises for decades. An authority that proves a model on one project in its region can repeat it across its whole territory.

  • Artificial intelligence

AI lets a regional authority plan and run its territory as one system. A digital twin of the region joins land use, utilities, visitor flows and traffic, so each PPP is sized to forecast demand and priced on evidence. A small PPP unit can also draft output specifications, compare bids on whole-life cost and read every contract in its region in plain language.

  • Robotics

Robotics changes what a regional authority can ask for in a tender. Output specifications can require drone surveys of land and heritage sites, robotic inspection of pipes and roads and automated records of maintenance, so performance is measured by machines and reported as data. A region that writes these requirements in receives assets that cost less to supervise.

  • Tokenization

Tokenization lets the people of a region own part of what is built there. A utility, a visitor center or an industrial estate can raise part of its capital from a few hundred local and regional investors and pay them from its own revenue, and a public registry can record each contract, milestone and payment for everyone to see.

  • Small PPPs and research labs

A regional authority suits a PPP research lab, because it holds land, licenses and services in one territory. It can tender its own lab, pilot smart utilities, visitor services or robotic inspection on its own sites, collect the data from each pilot and carry what works into the large projects, while every published failure teaches the other regions too.

  • Unsolicited proposals

Direct proposals bring a regional authority ideas from companies that know its land and its visitors, prepared at their own cost. The authority can charge the proposer a study fee for each review and a qualifying proposal enters the PPP Registry, while the tender still tests the idea against the market: the proposer can match the best offer, and the winning bidder pays the proposer’s direct study costs.

The program

How the program could work

The program can sit inside the authority’s planning and investment departments, with a PPP unit at its center and the master plan, land and licenses the authority already holds behind it.

PPP unit
A small team of planning, technical, legal, financial and procurement staff that prepares, tenders and supervises the region’s PPPs.
Master plan
A phased plan that marks which roads, utilities, visitor services and estates private partners will deliver.
Utilities
Water, wastewater, waste, power and telecom networks delivered as PPPs, with long-term prices offered to users.
Tourism and estates
Visitor centers, site transport, hotels on public land and ready-built industrial estates developed with private partners.
Smart region
A digital twin of the region, with sensors, drones and robotic inspection written into every contract.
Lab and proposals
A research lab tendered as a PPP, a clear route for proposals under Article 15 and small-scale PPPs below $14.1 million bundled into one tender.
Partners
Working links with ministries, municipalities, lenders, universities, investors and the companies that bid.

What the authority gains

The authority gains infrastructure ahead of demand without carrying all of the capital itself, partners who share the risk of each phase and investors who receive one clear answer. Each project adds standard documents, data and staff who know how to run the next one, and each pilot in the lab shows what works before the large projects commit to it.

It also gains a place at the front of how regions grow. The first authorities in the region to run on a digital twin, welcome direct proposals and prepare their projects for AI, robotics and tokenization will set the standard that other regions follow.
