What this guide is for
Your company launches a PPP program to produce green hydrogen and ammonia with the power and water behind them and export them through Aqaba as public-private partnerships (PPPs).
The case
Green hydrogen companies turn sun and wind into exports
The fuels and fertilizers of the twentieth century were made from natural gas and shipped from a handful of producers. The next fifty years will make them from sunlight, wind and seawater, in the places where those are cheapest, and the companies that build that supply chain now will sell into it for decades. This guide invites green hydrogen and ammonia companies in Jordan to launch a PPP program, starting with the projects at home.
The guide
Fuel the $500 trillion PPP infrastructure opportunity
Your company launches a dedicated PPP program, a team and a set of offers that produce green hydrogen and ammonia in Aqaba, share the power, water and port assets they need and open their financing to new investors, starting with Jordan’s $86 billion of projects and the $46 billion anchored in Aqaba.
01
A PPP hydrogen team
A dedicated team that knows how PPPs are prepared, procured and financed follows every energy, water, port and industrial project in the pipeline from the first market sounding and finds where hydrogen and ammonia projects can share land, power, water and export capacity.
02
Production in Aqaba
Jordan signed its first green ammonia investment agreement in May 2026, for a plant of about $1 billion in Aqaba that will make about 100,000 tonnes a year from up to 550 MW of solar with storage. The company can develop the next plants in stages, starting with a pilot.
03
Shared power, water and export assets
Jordan’s July 2025 green hydrogen framework sets aside an industrial zone in Aqaba for hydrogen plants and desalination and plans shared desalination units, ammonia storage and export terminals. The company can develop these shared assets as PPPs that serve every producer in the zone.
04
Green ammonia for Jordan’s own industry
Jordan imports all the ammonia its fertilizer industry uses, made from natural gas. The company can supply green ammonia to domestic plants under long-term contracts, which gives each production project a buyer at home beside its export customers.
05
Small-scale PPPs and direct proposals
Jordan’s PPP Regulation No. 9 of 2024 defines small-scale PPPs below $14.1 million, which can be bundled into one feasibility report and one tender, and PPP Law No. 19 of 2023 accepts direct private proposals under Article 15. Your company can propose hydrogen refueling, storage tests or a pilot electrolyzer and bundle them into one tender.

Why green hydrogen and ammonia companies
Green hydrogen companies turn sun and wind into exports
A green ammonia plant needs land, cheap renewable power, desalinated water and a port, all under contracts that last for decades. Those needs match the long contracts of a PPP, where government provides the land and shared assets and private partners finance, build and run the plants.
Where hydrogen companies fit in a PPP
- Power
- Solar and wind plants with storage that supply electrolyzers under long-term contracts.
- Water
- Seawater desalination that serves hydrogen plants and the towns and industries around them.
- Production
- Electrolyzers and ammonia plants financed, built and run by private partners.
- Storage and export
- Ammonia tanks, pipelines and terminals at the port in Aqaba, shared by several producers.
- Domestic supply
- Green ammonia and hydrogen for fertilizer, industry, transport and power.
Jordan has set the path
Jordan’s draft green hydrogen strategy of October 2023 sees production of about 591,000 tonnes a year by 2030 and 3.4 million tonnes by 2050. In July 2025 the Cabinet approved a framework that takes investors from memoranda of understanding and feasibility studies to land-use and investment agreements, after 13 memoranda and six land-use agreements had been signed.
Why a program, and why now
Jordan’s first green ammonia plant has an investment agreement, and the shared power, water, storage and export assets in Aqaba are still being planned. A program lets your company propose those assets to government, join the first consortiums as their hydrogen partner and set the terms that later plants follow.

Futureproofing
Futureproof Green Hydrogen and Ammonia Companies in Jordan for the infrastructure singularity
This free 17-page guide shows how, with small PPPs in parallel, PPP research labs, artificial intelligence, robotics, tokenization and six first steps.

Jordan and Aqaba
An $86 billion pipeline to start with
Ports, desalination plants, fertilizer producers and heavy industry among them will need clean fuels and feedstocks, and Aqaba already handles the country’s ammonia trade. A Jordanian green hydrogen company that delivers one plant at home can carry the same model to the next one across the region.

- $46B
- of them anchored in Aqaba

Artificial intelligence
AI lets a hydrogen company match a plant to the sun and wind that power it. Models forecast solar and wind output hour by hour, size electrolyzers, batteries and ammonia storage so the plant runs at the lowest cost, and adjust production in real time as power and prices change. A small team can also test offtake contracts and financial models in days, which lowers the cost of every bid.

Robotics
Robotics lowers the cost of running a hydrogen plant in the desert for decades. Cleaning robots keep solar panels at full output, drones inspect panels, pipelines and storage tanks, and crawlers survey electrolyzers and ammonia lines for leaks, so a small team can keep a large plant safe and meet its availability targets.

Tokenization
Plants with long-term offtake contracts for hydrogen and ammonia have steady, measurable revenue, which tokenization suits. A hydrogen company can offer tokenized stakes in its plants and shared storage, pay holders from product sales as they arrive and record each certified tonne on the same registry, so investors see what the asset produces.

Small PPPs and research labs
Small PPPs suit hydrogen well, because a pilot electrolyzer, a refueling station or a storage test can be built quickly and measured from the first day. A hydrogen company can run lab pilots on live sites, test new electrolyzers, storage and safety systems and carry the best results into its large plants.

Unsolicited proposals
A hydrogen company can see where a port, a fertilizer plant or a fleet could switch to green hydrogen or ammonia. A direct proposal lets it turn that knowledge into a project of its own design, such as a refueling station or a shared storage tank, and keep the right to match the best offer if the project goes to tender.
The program
How the program could work
The program can sit inside the company’s development team, with a PPP lead at its center and the sites, technology and offtakers the company already has behind it.
- PPP team
- A small team of development, engineering, finance and legal people that covers every relevant PPP in Jordan’s pipeline.
- Production
- Green hydrogen and ammonia plants in Aqaba, developed in stages and sized to their offtake contracts.
- Power and water
- Solar, wind, storage and desalination projects that supply each plant and can serve other users nearby.
- Storage and export
- Shared ammonia storage, pipelines and terminal capacity at the port in Aqaba, developed as PPPs.
- Direct proposals
- Hydrogen projects brought to government under Article 15, including small-scale PPPs below $14.1 million.
- Technology
- Forecasting, dispatch, robotic cleaning and drone inspection deployed as standard on every plant.
- Partners
- Agreements with offtakers, shipping lines, contractors, operators, banks and infrastructure funds.
What the company gains
The company gains long-term offtake contracts with buyers at home and abroad, and equity in the plants, storage and terminals that serve them. Each plant it builds becomes a reference for lenders and a route into the next consortium, in Jordan and across the region.
It also gains a place in a new export trade. The first companies to produce, certify and ship green ammonia from Aqaba will set the prices, standards and shipping routes that later plants are measured against.
