Jordan’s $86 billion of PPP and infrastructure projects spreads across 22 sectors, led by oil, gas and power, tourism, urban development, green hydrogen, transport and water. Jordan PPP now publishes a free sector guide for each of the 22, with every project, its link to the infrastructure singularity and where partners come in, and $46 billion of the total is anchored in Aqaba.

What are the PPP sectors in Jordan?

Jordan is investing in and advancing 22 sectors that together make up its $86 billion PPP and infrastructure opportunity. Ranked by forward investment, the largest are oil, gas and power, tourism, urban development, green hydrogen, transport and water, followed by fertilizers and chemicals and ports and logistics, where Aqaba carries most of the weight.

The sector guides group the 22 into five systems. Energy covers oil, gas and power, green hydrogen, storage and grids, nuclear energy, solar power and wind power. Water and food covers water, wastewater and reuse, and agriculture and food. Industry covers fertilizers and chemicals, manufacturing, mining and minerals, and pharmaceuticals. Mobility and cities covers urban development, transport, and ports and logistics. People and services covers tourism, health, digital and AI, the circular economy, creative industries, and education and skills.

The six largest sectors, in the words of their own guides:

  1. 01Oil, Gas and Power. About US$15.1 billion of forward investment, including the Basra to Aqaba oil pipeline and the US$2 billion Zarqa refinery upgrade.
  2. 02Tourism. Marsa Zayed alone is valued at about US$10 billion on the Aqaba waterfront, with smaller projects spread across the country, from hot springs and eco-lodges to cable cars.
  3. 03Urban Development. Amra City is valued at about $10 billion, and Aqaba adds the North Business District and Al Doum housing.
  4. 04Green Hydrogen. Five green hydrogen and ammonia projects in the Jordan PPP project register, three of them in Aqaba, led by the H2 Global Energy plant.
  5. 05Transport. Roads, rails and runways becoming one intelligent network, with bus rapid transit at full scale and the first light rail line under construction by 2030.
  6. 06Water. Seawater, sunlight and software turned into a secure supply, with desalinated water from Aqaba reaching Amman by 2030.

What is in each Jordan sector guide?

Each Jordan sector guide is a free PDF with its own page on the site. It covers the sector today, its link to the infrastructure singularity, what AI, robotics and tokenization change, small PPPs and unsolicited proposals, the flagship projects, every project with its location, stage and value, the new industries it can create and where partners come in.

Every guide follows the same order, so a reader can compare water with logistics, or tourism with health, chapter by chapter. Each one ends with the road ahead to 2050 and the organization guides closest to the sector. A summary of the sector guides brings all 22 together in one document, with each sector’s investment, flagship projects and the new industries it can create.

The point where roads, grids, ports and water networks become one connected, intelligent system, built by robotics, run by artificial intelligence and financed by tokenization.

How are the 22 sector guides different from the 95 organization guides?

On Jordan PPP the 95 organization guides answer who you are, and the 22 sector guides answer what you want to build and where the money is. A bank, ministry, municipality or developer in Jordan starts with its own guide, then opens the sector guides to find the projects it can finance, sponsor, build or run.

The two collections point to each other. The Ports and Logistics Sector Guide lists the organization guides for logisticsPDF, maritime, rail, delivery and special economic zonesPDF. The Green Hydrogen Sector Guide points to the guides for green hydrogenPDF, energy, zones and maritime. Each organization guide shows one kind of organization how to launch a PPP program of its own, with six first steps, and the economic sectors category gathers the guides written for industries.

Which sectors carry Aqaba’s $46 billion?

Aqaba anchors $46 billion of Jordan’s $86 billion, and its projects run through most of the 22 sector guides. Jordan’s only port and its gateway to the Red Sea concentrates ports, rail, green fuels, industry, water and tourism inside one special economic zone, so Aqaba projects appear in sector after sector.

Three sector guides show the scale. In ports and logistics, ground was broken on October 5, 2026 on the US$2.5 billion freight railway from Aqaba to the mines, and the container terminal is being expanded to more than 1.7 million TEU. In green hydrogen, the H2 Global Energy plant in Aqaba is the largest project in the Jordan PPP project register, at about US$6.5 billion. In tourism, Marsa Zayed sits on the waterfront beside Al Matal, the hotel boulevard and Al Yamaniyeh beach.

The same projects tie the sectors together. The new bulk liquids terminal in Aqaba will handle liquid ammonia from the hydrogen plants and fuels for the oil and gas sector, and the desalination project serves both water and green hydrogen. The Aqaba governorate guidePDF and the opportunity page show how this concentration works for organizations based in the city.

How do Jordan’s sectors connect to the infrastructure singularity?

Each of Jordan’s 22 sector guides opens with the part its sector plays in the infrastructure singularity. Gas is the bridge to the singularity, water is its test, logistics is its circulation, the grid is its nervous system, and green hydrogen is fuel made from light. Each guide then explains what AI, robotics and tokenization change for its sector.

In the ports and logistics guide, AI schedules berths, cranes, trains and trucks together in Aqaba, automated cranes and robotic warehouses work around the clock, and tokenized stakes and digital trade documents let investors own a share of a terminal and let cargo change hands instantly. The vision explains the singularity itself, and the AI, robotics and tokenization pages cover each technology across all sectors.

Every sector guide ends with the road ahead, from the projects of 2026 to the sector’s place in the singularity by 2050.

Where do partners come in, sector by sector?

Every Jordan sector guide closes with where partners come in: tenders, direct proposals, small PPPs, supply and services, and investment and ownership. In Aqaba’s ports, for example, partners can bid for the bulk liquids terminal and the silica terminal, or propose a logistics center, rail terminal or truck park under Article 15 of PPP Law No. 19 of 2023.

Regulation No. 9 of 2024 allows small-scale PPPs below about US$14.1 million, which suits cold stores, gates and inspection systems. Several guides suggest research labs that run $100,000 pilots first. The hydrogen guide describes a lab in Aqaba, set up with ASEZA and a university, testing electrolysers on desalinated seawater, desert heat and dust. The small PPPs and unsolicited proposals pages explain both routes.

How does the Jordan PPP map connect guides and sectors?

The Jordan PPP map shows all 95 organization guides and all 22 sector guides in one view, connected. Point at any guide to see where it belongs in Jordan’s $86 billion, or at any sector to see the organizations that build it, from banks and ministries to the governorates, Aqaba among them.

A simple path for a first visit: open the map, choose the sector closest to the work, read its guide on the sector guides page, then download the organization guide that matches. The starting guide explains PPPs from zero, and the summary brings the whole program together.
