Tokenization of infrastructure in Jordan: how tokenized PPP projects open ownership, with $46 billion anchored in Aqaba

How tokenized PPP projects in Jordan can open ownership, raise capital from many local investors and pay them from each asset’s own revenue, and what each kind of organization can do.

Tokenization of infrastructure in Jordan means turning a stake in a public-private partnership (PPP) into digital tokens that many people can hold, with each holder paid from the asset’s own revenue. Tokenized PPP projects in Jordan would let local and regional investors fund a project beside the banks and funds, and the first tokenized PPP is still open to whoever builds it. Jordan has about $86 billion of PPP and infrastructure projects in development, $46 billion of them anchored in Aqaba, and the tokenization page sets out what the change means for each kind of organization.

What does tokenization mean for a PPP in Jordan?

For a PPP in Jordan, tokenization means that equity, debt or revenue rights in the project become digital tokens. Holders gain direct digital ownership, receive payments through smart contracts and can sell small portions, so a project that once raised large tickets from a few institutions can also raise smaller amounts from many people.

Readers new to the model can begin with the starting guide, which defines tokenization in one line: it lets many people own a small share of a project.

Infrastructure has always been financed by a few banks and funds, and its ownership has stayed closed to almost everyone else.

The opportunity page describes five forms, on the principle that markets tokenize entities before they tokenize systems. Equity in infrastructure and PPP companies comes first, followed by funds and curated portfolios. Next come the special purpose vehicles behind specific PPP projects, and the end state is individual roads, power plants, hospitals and water systems with tokens for ownership, revenue rights or claims on the asset.

Are there tokenized PPP projects in Jordan yet?

Jordan’s first tokenized PPP is still open to whoever builds it. The groundwork includes a national Blockchain Technology Policy adopted in December 2024, a PPP law that accepts direct proposals and rules that make small-scale PPPs simpler to tender, and the company that issues the first one will set the standard the next projects follow.

Our guides treat the market rules as work still to be done. The regulators guidePDF lists the questions that regulators and market institutions are best placed to answer: how a note is classified, who may hold it, where ownership is recorded, how custody and settlement work and how holders are paid and protected.

The same guide proposes a time-limited sandbox with caps on size and investor type, full disclosure and tested custody and settlement, so a permanent regime rests on evidence. The Prime Ministry guidePDF proposes a national framework that would set how a project company issues notes, who may hold them, how holders are paid and how performance is reported.

How can tokenization raise capital from many local investors in Jordan?

A project company in Jordan can raise part of its capital from a few hundred investors beside the banks and funds. Tokenized notes let citizens, the diaspora and regional investors subscribe in small amounts, so savings in each city and governorate can stay at work in the assets around them.

The guides show how this reaches different people. A municipalityPDF can see a car park, a market or a solar roof on a public building raise its capital from a few hundred local investors. A Jordanian in the Gulf, Europe or the Americas can hold tokenized notes in an operating PPP at home, in amounts that fit a monthly saving plan, as the diaspora guidePDF describes.

Distribution comes through institutions people already use. A fintech companyPDF holds the customers, wallets and identity checks those investors need, and it can offer tokenized PPP notes inside its app with a regulated bank or venue as partner. A bankPDF can place tokenized participations with its own retail and private clients.

How does a tokenized PPP in Jordan pay investors and show them its results?

A tokenized PPP in Jordan pays its holders from the asset’s own revenue. Smart contracts can pass on tolls, tariffs, availability payments and fees as they arrive, following a payment waterfall, and a public registry can record the contracts, milestones, payments and performance behind each payment for everyone to see.

The revenue decides which assets fit. The guides say an operating asset with a performance record suits tokenization best, and they point to contracted, measurable revenue: a desalination plant with a long-term purchase agreement, a solar plant with a power purchase agreement, a health PPP earning availability payments from government or a terminal earning from every container and pallet it handles.

Investors need to trust the numbers behind each payment. An AI company can supply the models that forecast tolls, tariffs and availability payments, monitor the asset and report its performance to the registry. A robotics company can publish each machine’s work, so investors see what a fleet has inspected and repaired. Our post on blockchain for PPP projects covers the ledgers themselves.

The guides also plan for the first issues to need support. A development finance institutionPDF can anchor the first tokenized PPP notes in Jordan with a first-loss tranche or a guarantee and publish each project’s performance to a shared registry, so later issues can follow with less support. A proposed sandbox would add caps that limit what any investor can lose.

How does tokenization make small projects financeable in Jordan?

In Jordan, tokenization lets a small pilot be funded by a few hundred investors and pay them from its own revenue. PPP Regulation No. 9 of 2024 defines small-scale PPPs below $14.1 million, which can be bundled into one feasibility report and one tender, and a small PPP with contracted revenue can become the first tokenized PPP.

A tokenized pilot below $14.1 million gives a company a live issue, a reference and the data larger concessions will ask for.

The small PPPs page explains why many small projects teach a country faster than a few large ones. A blockchain companyPDF can fund lab pilots from a few hundred investors, pay them from each asset’s own revenue and publish every result on a ledger the public can read, which turns the labs into Jordan’s first live market for tokenized infrastructure.

Small projects can also be pooled. A pooled issue backed by many lab pilots gives investors a spread of small projects with similar contracts, and it gives a brokerage firm a track record in PPP securities before the large concessions come to market.

What does tokenization mean for Jordan’s $86 billion of projects and Aqaba’s $46 billion?

Aqaba anchors $46 billion of Jordan’s $86 billion of projects, and tokenization lets the people and companies of Aqaba own a share of the projects around them. An organization can offer tokenized stakes in a terminal, a resort utility or a water plant to local and regional investors and keep the city’s savings working in the city.

Port terminals, dry ports and logistics zones, rail freight, green hydrogen and ammonia, water, resorts and the utilities of the economic zones all sit within a few kilometers of each other in Aqaba. A logistics companyPDF can pay holders from handling and storage fees and publish throughput data, and a zone developerPDF can pay them from tenant charges, so tenants, workers and regional investors can own part of the zone they work in.

Every one of Jordan’s projects will need capital, records and payments that every party can trust. The Aqaba guidePDF includes stakes that local and regional investors can buy, including tokenized notes, at the exit stage of a PPP.

What can each kind of organization in Jordan do about tokenization?

Every kind of organization in Jordan has a part in a tokenized PPP. Banks and fintech companies can reach investors, blockchain companies can build the rails, developers and operators can offer stakes, public bodies can prepare projects and shape the rules, and residents can invest in the services they use.

  1. 01Investors. A family officePDF can hold tokenized notes in an operating PPP, receive revenue through smart contracts as it arrives and sell small portions when it needs liquidity.
  2. 02Banks. A bank can originate a PPP loan, place tokenized participations with its clients and keep the relationship with the borrower, which releases capital for the next project.
  3. 03Blockchain and fintech companies. A blockchain company can issue tokenized stakes and onboard Jordanian and regional investors with identity checks built in. A fintech company can collect small subscriptions from Jordanian savers.
  4. 04Developers and operators. A PPP developerPDF can tokenize part of its own equity or a portfolio of operating stakes and recycle the proceeds into the next bid. An operatorPDF can offer stakes in the concessions it runs and publish live performance data to a shared registry.
  5. 05Public bodies. A ministryPDF can prepare projects with revenues structured so they can later be tokenized, and it can use a public registry to record contracts, milestones and payments for everyone to see.
  6. 06Residents. Residents can invest in the services they use, and a public registry shows them what was built, what it cost and how it performs.

The tokenization page gathers what tokenization changes for each organization. The infrastructure singularity vision sets the wider picture, in which AI designs and runs the assets, robotics builds and maintains them and tokenization finances them.
